Added based on information received in a comment from Paul Harris. Via email, Paul adds the following information about the reed 3 book:
“The bass clarinet goes down to low D a time or two, low C once. Could probably get away with a low E-flat bass.
“The book is predominantly clarinet. The sax parts are prominent when used.”
Reed 1 – order of importance from most to least: flute, piccolo, clarinet, and seven songs require alto flute
Flute ranges from low C4 to high C7, does not require B-foot
Clarinet ranges from low E3 to high E6
Can the clarinet parts on reed 1 be covered on alto flute?
Not in my opinion, no. For one, they go too high. But at times they are prominent and need to be clarinet stylistically. Alto could be covered by clarinet, though, potentially.
