I’m playing Reed 1 in a local production of this show now. The books are a compilation of the Broadway show and the National Tour, with most of the book from the National Tour. Reed books 4 and 5 are tacet for all the National Tour pieces, so are tacet for most of the show. Reed 3 also has some piccolo parts. In Reed 2, the oboe and English horn parts have alternate parts for clarinet for the National Tour music, but not the Broadway music. In Reed 3, the bassoon parts have an alternate bass clarinet part, again for the National Tour music. In Reed 3, Eb clarinet is only needed for a few measures on one page and is doable on a Bb clarinet.

Not sure how you notate this on your database, but as David said, bassoon is not needed to perform every note of reed 3. All of the bassoon parts are provided in bass clarinet, but you still need bass clarinet if you play bassoon. Maybe Bassoon (Alt. Bass Clarinet)?
