No Low Cs in it that I can find, playing it this week. Good few low C#s though but yes these are written ossia 8va. Definitely loses something if they’re up the octave though, they’re really fun!

There is a new School Edition orchestration – this one listed was based on the 1987 original, the new one is as follows;
1 – Flute, Picc, Alto Flute, Alto Recorder
2 – Oboe, Cor Anglais
3 – Eb Clarinet, Bb Clarinet, Bass Clarinet, Tenor Recorder

Regarding reed 3 (which I’m playing today), bass clarinet requires low D extension. Cs and C♯s are written in both bottom octaves.
